What is the C3 zone for?

C3 protects, manages and restores areas with special ecological, scientific, cultural or aesthetic values. It allows a limited range of development that does not harm those values, and it acts as a buffer to land of high ecological value or land with environmental constraints or hazards. Council weighs every proposal here against those values.

Can I build a house on C3 land?

Yes, with consent, on a lot that qualifies. Clause 4.2B of the Central Coast LEP 2022 applies to C3 and says consent must not be granted for a house or dual occupancy unless the lot passes one of its tests. The main ones are that the lot is at least the minimum lot size shown on the map, or that it was created before the plan commenced and a house was permissible on it immediately before. Clause 4.2C also stops a house on a lot created by closing a road unless it meets the minimum lot size.

A section 10.7 planning certificate states whether a development standard fixes minimum land dimensions for a house on the lot, and council can confirm the rest.

What else can I build on C3 land?

With consent, C3 permits dual occupancies, granny flats, bed and breakfast accommodation, farm stay accommodation and eco tourist facilities. Townhouses, attached dwellings, apartments and seniors housing are prohibited. The table below shows the housing types for this zone.

What should I check before buying C3 land?

The entitlement first, then the environmental layers, because in C3 they often decide where a house can go. The Site Checker flags terrestrial biodiversity, riparian land and drinking water catchment mapping. If the house, driveway or bushfire protection needs vegetation cleared, you may need an ecologist's report, so plan them around the vegetation you can keep.

Bushfire mapping matters here because C3 land is often vegetated, and at BAL 40 or BAL FZ the complying development pathway closes. Check the flood mapping, the slope, and how water and wastewater will be handled.

Can I build a house in the C3 zone on the Central Coast?

Dwelling houses are permitted with consent in C3, but clause 4.2B of the Central Coast LEP 2022 only allows one on certain lots, such as a lot at least the minimum lot size on the map or a lot where a house was permissible before the plan commenced.

Can I build a granny flat in C3?

Yes, secondary dwellings are permitted with consent in C3. Clause 5.4(9) limits a granny flat outside the rural zones to the greater of 60 square metres or 30% of the floor area of the main house, not counting parking.

Is seniors housing allowed in C3?

No. The Central Coast LEP 2022 lists seniors housing, multi dwelling housing and residential flat buildings among the uses expressly prohibited in C3.
