How to Apply for a 307 Certificate

A Section 307 certificate is council's water and sewer sign off, and it is where servicing contributions land. Here is how to lodge one with Central Coast Council.

When you receive your Development Consent Conditions (DA), one of the conditions may be to submit a 307 Certificate with Central Coast Council. It may also be required for a complying development application (CDC). It is sometimes referred to as a 305 or 306 certificate, after the neighbouring sections of the Water Management Act 2000.

The application is quick. The contribution council assesses afterwards is the part worth planning for, and it is covered at the end.

How to apply through Central Coast Online Services

  1. If you do not have an account for the Central Coast Online Services Property and Payments Portal, apply for one here. It takes about two days for council to get back to you, and then you can log in.
  2. Log in to Central Coast Council's Property and Payments Portal.
  3. Select Lodge Application:

  1. Expand the Development options:

  1. Select Water Management Act Application. This is the one that covers a compliance certificate under Section 307(1) of the Water Management Act 2000. If you are after driveway approval instead, that is a Roads Act Application.

  1. Search for your address:

  1. Fill out the form and pay the application fee. Council displays the current fee at lodgement and the number of working days it expects to take.

Then comes the contribution

This is the part that catches people out. After you lodge, council assesses the servicing contribution for your development, based on the additional demand it places on the water and sewer system. It might be a few hundred dollars, or it might be tens of thousands, depending on what you are building. A single extra dwelling is a very different proposition to a townhouse development.
